You're barking up the wrong tree if you're saying LMPD is somehow less expensive than JCSO. LMPD's costs are about 50% more per sworn and civilian staff than JCSO. They're run much leaner than Metro's bloated bureaucracy.
JCSO's $25 million per year in fees goes to pay for 300 sworn and civilian staff, which is a little over $80,000 per person. LMPD is asking $182 million for 1542 sworn and civilian staff, which is $118,000 per staff member. It would be a lot cheaper to employ 100 new deputies for street law enforcement than LMPD to employ 100 more officers.
The US government gives military surplus to law enforcement agencies for free. They're not buying any military surplus.
