JCSO relies on taxes they collect to pay for everything which is why they're relatively broke. If the metro council started giving them money, then they could pay more and do more. LMPD is making patrol get by with the nearly same money as a few years ago, while asking for 25% more money for administrative services and support. Giving LMPD $15 million gets a relative handful of real officers because the rest goes to all the office jobs in this department. The metro council could get a lot more law enforcement on the street by handing $15 million to JCSO with written expectations in the ordinance about what it's for.

Aubrey is far more experienced and capable than Conrad. He was command staff when Conrad started riding a desk in the 1980s, back when Louisville had a real PD. They'd have no problem getting people to apply there if they suddenly had 100 to 200 Detective positions. LMPD could keep the units with all the family nepotism and 2 hour lunches.
