Here's the timeline of news articles about LMINTEL, which shows how liberal this city is and why crime will only get worse.

January 9: LMPD creates task force to combat violence

January 23: New crime-fighting initiative nets 82 arrests in first 2 weeks

January 24: New task force raising concerns about prison overcrowding

After January 24: Silence

Let's be honest. If the gangs started blowing people away outside their usual areas, LMPD would only be forced to do something serious because of the vigilantism that would cause. They are stuck on stupid otherwise.

What was or is LMINTEL anyhow? FBI already has a violent gang safe streets task forces, ATF has project safe neighborhoods task forces and there's also the US Attorney's drug enforcement task force involving all of the feds. LMPD doesn't have investigators trained to lead gang investigations beyond make some dope buys or serve warrants. Gang intel is apparently pretty shoddy because they count warrant service as a task force accomplishment. The so called intel people are camera watchers. Nobody appears to understands the basics of collecting or synthesizing gang intelligence. You can fix these kinds of structural and human resources problems with some bandaid task forces or hoping the feds send 400 experienced agents to Louisville. It requires building competent units from the ground up.
