Louisville Metro Council members frustrated with lack of answers from LMPD about hiring officers

The politicians intentionally made the old departments political when they created the rank of Major. They saw the Captains as too resistant to their ideas. Before that Abramson took away the Chief's protection from being fired for political reasons after he fired Dotson. It helped the career administrative guys like Conrad rise to the top with having little front-line leadership experience. You can tell that's where his priorities are even today by the big increases in resources he's giving them relative to patrol and his dismantling of proactive units to make pretend social worker positions.
