Normally departments want 60% of officers in patrol. The staffing models sold by consultants and professors are all bogus and they know this. The easy consulting money is too hard for them to pass up. The only way to know is the percentage of the time that officers or street level detectives like the 9th are too backed up on calls and paperwork to make self initiated stops on a beat. You keep adding more until there is enough coverage for at least 1 officer to be doing self initiated activity on a beat 90% of the time. Otherwise the serious criminals lives aren't disrupted enough by minor charges and jail time to prevent major crime. Break their train of thought with a possession charge so they don't have time to plan their next murder, dope deal or armed robbery. There is little to no activity coning out of the detectives and federal agencies who should be tackling major crime in Louisville but patrol can make a major dent just being proactive
