The Mayor's in-house investigation plan has been put on hold since he was trying to reserve the right to change the investigator's findings without anyone else knowing about them. That alone tells you the rot goes above the Chief. The Metro Council should create a new position for an internal investigator to do all the PSU and PIU type cases involving witnesses or suspects holding non-merit rank. That person should function independent of the Mayor and the Chief. It should be permanent because Louisville Metro never runs out of scandals to investigate. Asking outside agencies will get you the answer with regard to the laws they enforce, but they aren't in the business of telling you who to fire when they don't indict. The Hillary Clinton case proved that.
