They certainly are. The excuse you usually hear is prison and jail overcrowding or "We can't arrest our way out of this problem". They thought they were really improving society by stopping police from putting drug criminals and other "minor felons" in prison. Our present crime wave is a direct result of that miscalculation. Go to any city, like NYC, where they try to lock up everything that moves and you see violent crime is very low per capita compared to Louisville. We can't simply dismiss all
