You've stumbled upon an interesting point. There comes a time at which bad guys like them should definitely not know who's coming to get them. If they get violent against police, then I could easily see Trump declaring them narco-terrorists and making the movie Sicario into real life. That assumes he's not already done so. The traditional law enforcement approach doesn't appear to be working any better than it was for stopping al Qaida in 2001.
