I doubt you'd know since police intel and training is far below par here and stuck in the 1980s. They still pretend its kid gangs and 1-off thug murders. Street gangs only need small hierarchies since Mexican cartels are providing local delivery. This means they are more likely to shoot the competition next door. There is no overarching gang enforcing cooperation. Bystanders and family members get killed in their wars.
