That could be quickly fixed by hiring in a real Chief with a good name from another city, followed by him picking good people to help him run the department. There are some people already on the payroll who could right the ship. There can be no recovery until MANY people at the top are given their demotions or walking papers. This department isn't lacking in braun, but know-how and a willingness to police instead of community organizing. Fix the leadership and the good applicants will come here.
