That could be quickly fixed by hiring in a real Chief with a good name from another city, followed by him picking good people to help him run the department. There are some people already on the payroll who could right the ship. There can be no recovery until MANY people at the top are given their demotions or walking papers. This department isn't lacking in braun, but know-how and a willingness to police instead of community organizing. Fix the leadership and the good applicants will come here. The department is forced to accept low quality officers because the leadership doesn't inspire good ones to stay longer than necessary to find a better job. When quality goes up, then they won't feel as compelled to keep people with bad judgment and those who retired on duty but are nowhere near retirement age.

I'm sure those 10 could school you on how to police, since they were policing before White and Conrad took over. Nobody hired since 2003 knows what a real police department does unless they worked somewhere else or saw it on TV.
