It isn't so much being told to resign, but more like "Report to the Chief's office at 0900 with all your stuff. You'll get your hearing and then you're fired."
Nobody can stop him from resigning prior to 0900, and it would be unlike a control freak pederast* to allow someone else to control his destiny by letting them fire him.
Now, I'm pretty sure any PSU case would be closed, because the outcome would be meaningless - you can't reprimand or otherwise fire a guy is isn't in your employ.
PIU would have continued on and submitted what they had. But like a patrol officer or detective, you can only present the case to the commonwealth's or county attorney. They have to take it from there, and you have little or no say as to whether it goes anywhere once they have it.
*assuming the guy did anything he is accused of.
