Shutting down units with problem officers seems to be this administration's answer to everything, as seen with Viper, flex platoons, the airport interdiction unit and now the explorers. It's a lot easier than cleaning up the mess to make LMPD a functioning full-service police department again. If it's really that bad, how hard would it have been to recruit new people from the patrol divisions to take over? These are not bright people in charge.

This officer is lucky the stop was in a part of town that generally supports police. Most people are sick of the increased thuggery in the east end and south end. This particular one is lucky he they didn't take a baseball bat to his brainless skull.

LOUISVILLE, Ky. (WDRB) -- A Louisville man is facing several serious charges after police say he attacked an LMPD officer during a traffic stop. According to arrest documents, it happened around 7:30 Wednesday night. Police say an officer clocked 19-year-old Chase Rowan driving 43 mph in a 25 mph zone on Hounz Lane at Meadow Vale Drive, near N. Hurstbourne Parkway.

Police say Rowan ignored the officer and continued driving before running at least two stop signs and stopping in the driveway of a home a few blocks away. That's where police say Rowan got out of the vehicle, ran toward the officer and tackled him. Police say Rowan struck the officer in the face and managed to grab the taser from the officer's hand. Two people passing by saw the officer struggling with Rowan and stopped to help. The officer called for backup, but Rowan continued to fight, kicking the officer in the face and chest as he was being placed in the back of the patrol car.

Its certainly needed, but there is no rule anywhere saying KSP, Attorney General Beshear, Commonwealth Attorney or the FBI needed to wait for Fischer to ask. It takes a village to get what we have here in Possibility City, where its usually possible to placate the public with lame excuses.

LOUISVILLE, Ky., (WDRB) -- Metro Councilman David James said Thursday that Mayor Greg Fischer needs to ask the state Attorney General's office or another outside agency to investigate the Louisville Metro Police Department amid allegations of a cover-up involving sex abuse. "It's impossible for the police chief and his staff to investigate itself," said James, D-6th District. "The only way we can have a transparent, independent, thorough investigation is by an independent public law enforcement agency."

They got 10 rehires to join! Woo-hoo! That will at least cover the people leaving from command this year. In all seriousness, it should probably be them training those in the Training unit hired since 2003. They had the benefit of policing on departments that knew how to police.

I really enjoy reading about how all these police officers who claimed to have knowledge about what was going on are now providing their information to a councilman. Typical police behavior...keep your mouth shut until your peers indicate to you it's now OK to talk about it.

Now as this thing picks up steam we'll have years of entertainment seeing who gets tangled in the web from their own reckless tongue.

Leadership

March 19th, 2017 @ 9:37PM (7 years ago)

It's all about Leadership, and this Chief and his command staff especially colonels have none of it. A department full of outstanding men and women who could really have a great impact on this city, but they are beat down and their morale is at an obvious all time low. Sure critics will say if they could have an impact then why aren't they? BUT, revert back to it is all about leadership from the top and anyone that knows anything about leadership knows that it is key for any organization and its performance. Especially a law enforcement agency. Add on the present embarrassing disgrace where the top people should have done their required legal duty, and been disgusted by the victimization of children and well....you see what happens. None of them now or a few years back should try to hide behind the decision of the Chief, they should have had the morality to do the right thing too despite the risk they might have had in losing their positions or favor of the chief. This chief is proving he lacks the insight of a true leader, has chosen bad leaders and has failed to be morally right in favor of convenience. The mayor has a chance to correct this and instill reform for this city if he does the right thing and brings in either a leader from within the police department which there are a few, or select a true leader from outside and give them the autonomy to reform the agency. Yes, the Mayor can correct this and win back the department, the community and make Louisville legitimately safe across the entire city if he truly wants to and selects a true leader. Its all about Leadership and believing in doing the right thing for something bigger than yourself.

http://lawofficer.com/training/recruiting/police-shortages-hit-across-the-country/

"Numerous police departments around the country are desperately losing manpower with decreasing numbers of officers and recruits. Law enforcement is becoming less of a desirable career choice due to diminishing pay, high risk, and of course a recent bad rap -- a trend that could put public safety at risk, say policing experts.

The current shortage afflicts police forces from large metropolitan hubs to rural towns."

Chicago and Louisville have similar problems. Gangs fear neither city's law enforcement so the bodies pile up.

When you don't immediately release any homicide suspect or victim information, then nobody in the area is going to bother to call in what what they might have seen. The longer you wait, the less likely they will want to get involved. If they know the victim, then they may be more likely to give information in the hours after a shooting. LPD had 80% clearance rates and now you have below 50%. They had Captains between homicide and the chief's office who kept politics out of police work, unlike today.

"LMPD is investigating after a fatal shooting in Old Louisville. It happened just after 9 p.m. in the 200 block of West Oak Street and South Second Street. According to LMPD Spokesperson Alicia Smiley, officers were responding to a report of shots fired in an apartment building. One man was found shot and killed inside the building, not in one of the units. LMPD is not yet releasing the exact location. No other information was immediately available. Police are asking anyone who knows what happened to call the anonymous tip line at 574-LMPD. "

If the homicides per day stay at this pace, Louisville will be above 100 this year too. They should triple the peacewalks and add take another 10 officers from the divisions for community policing to fix it.

Cause, meet effect.

Newsweek, March 16: "Federal arrests and sentences for drug-related crimes have been slowly declining since 2012. The biggest drop has been the number of federal crimes based on marijuana charges, which has fallen significantly over the last five years."

Courier-Journal, today: "Drug overdoses claim nearly 3 times more lives than homicides, report says. Heroin and other opioids were blamed in at least 84 percent of Jefferson County's 362 known overdose deaths, posing "Louisville's most significant public safety and public health crisis," said U.S. Attorney John Kuhn with the Western District of Kentucky. Kuhn said the research is "incredibly clear" that use of alcohol, marijuana or even cigarettes before age 21 significantly increases chances of addiction later on.

The chief should do some peacewalks in Fern Creek to let the heroin addicts know that robbing people at knifepoint is illegal. I'm pretty sure her fair face and sob story will get her shock probation from our weak courts.

http://www.wave3.com/story/35042629/2-charged-in-armed-purse-snatching-of-senior-citizen-outside-walmart

"The woman in the passenger seat, Krystal Hess, 21, got out of the car armed with a knife. Police said Hess held the knife against the 82-year-old victim's side and told her she'd use the knife if the victim didn't hand over her purse." "Hess told police that Dixon chose the victim in the parking lot and instructed Hess to rob her, promising Hess she wouldn't get into trouble."
