Agreed. Civilians at Metrosafe follow directives. It is difficult to place that burden on someone who is not sworn. If they send a car, the officers are upset. If they don't and someone complains, the PD blames Metrosafe if the silliest run goes bad. In the dice example, if the neighbor goes over and fusses and a shootout ensues, all get blamed for not sending a car. I agree it is silly, but not the fault of Metrosafe. They are a service provider for the PD.
