First.... yes off duty officers do react and respond... and the rest, im not sure what you mean.. buy forbthe last 10 years beat officer were not allowed 1 second of OT..... and yes 300-500 more marked cars would double what we now see... I think there are only about 400 marked TAKE HOME cars to date....
