There's no incentive for any of them to stick around with medical costs going up, a horrible retirement plan and not being able to take vacation because of undermanning. The lack of leadership just pours salt in the wound. There's no golden parachute at 20 years, so don't expect them to "earn their spurs" and stick it out like this is still a good department that people want to work at.
