What happens when you erode officers benefits and lower standards? - good recruits go elsewhere. This lies at the feet of Fat Head, Fischer, and city council. PERIOD.

This was just Conrad raising the white flag. The federal government is taking over. He should resign and go back to that small city he came from since he can't run a full service police department.
