The department avoids all talk of the adult gangs and other organized crime groups responsible for virtually all of the drug dealing in Louisville. They can only talk about the mythical "child gangs" and the rest is just random. If someone in a position of responsibility were really that ignorant, they would have to undergo a psych eval for dementia symptoms.

Reasons for the murders

- Surge of extremely cheap heroin being smuggled from Mexico to Louisville gangs.

- Complete lack of a realistic counter-gang or counter-drug strategy in Louisville. No gang unit and very weak intel and narcotics enforcement, mainly by patrol division flex units.

- Courts that rarely find a reason to keep anyone in prison more than a few months to a few years

- Complete disintegration of the family unit caused by a culture where religion is abandoned in favor of alternative music or hip hop rap-inspired drug culture. When all your heroes are druggies, you will be one too.

- Ex-pothead President and former member of pot smoker club "Choom Gang" who thinks we can just "drug rehab our way out of the problem" and enforcement is bad. Singlehandedly allowed decriminalization of the gateway drug by states, in violation of federal law. Never saw an illegal border crosser he didn't like.
