Kentucky's "no retirement" social experiment, which began only a few years ago, is an abject failure for recruiting and will get worse over time. If you can't afford to let police retire, then you better have lots of easy jobs for the older officers who stick around until they're eligible for social security at age 67. Many with better opportunities will leave after a few years, but others will stick around forever and do as little as possible to keep collecting a check while avoiding injury. Expect many more discrimination lawsuits when they get passed over for promotion since they can't leave at 20.
