That young man would have much more of a problem doing that on a vehicle owned by KSP, the Sheriff, small cities, park rangers, dog catcher, or any of the security guard patrol services. He might actually get in trouble, without the immediate intervention of the department to make nice and apologize for impairing his freedom of expression.
