This is an example of the ultimate goal of the war on police... Lower wages, reduced benefits and increasing animosity toward police nationwide has had the desired effect of driving away the better educated, more qualified applicants. The reduction has forced agencies to lower hiring standards and overlook anomalies in applicant's backgrounds in order to keep the classrooms at academies full to offset the mass exodus that's been seen in recent years.
