Police chief defends pending patrol changes

The promotional process is discussed in the contract. The city is supposed to notify the FOP and discuss it with FOP leadership before changing the Merit Board rules. If they didn't follow their existing rules and use different rules without notifying the FOP, then it's a contract violation. If any officer feels their rights have been violated then they can file a grievance against the city and the FOP must investigate and represent them. If the FOP fails to do so, then the officer may file a grievance or lawsuit against both the city and the FOP.
