I am sure it will be high speed and uninterrupted, like public toilets are always clean and unclogged. City hall's main talent besides giving out freebies to their voters is putting money into the pocket of companies they like for some reason. There is this thing called the free market that companies can make money in when not taking tax money for unnecessary services like this.
