It makes perfect sense though. The Mayor will not get reelected if 4th St Live area, the arena, Slugger Field or Waterfront Park are ever deemed too dangerous to visit. He will get reelected if the west end stays as is or even if it gets more dangerous, so long as police don't stir up too many proteats. The west activists are mostly apathetic about west end murders.
