It makes perfect sense though. The Mayor will not get reelected if 4th St Live area, the arena, Slugger Field or Waterfront Park are ever deemed too dangerous to visit. He will get reelected if the west end stays as is or even if it gets more dangerous, so long as police don't stir up too many proteats. The west activists are mostly apathetic about west end murders. They only get outraged when the police use force to make an arrest or protect themselves. They are just around to poke the police in the eye, not to take on the gangs and drug syndicates. I think thats because they are afraid of them and they are probably justified in that fear. If anyone is going to take on violent criminals, it will have to be law enforcement, and not with any significant help from politicans or activists. Thats why White and Conrad have wanted to put the proactive anti-drug and anti-gang activity under the banner of a federal task force for political cover. They can throw up their hands and blame the feds if anything goes wrong in the opinion of the activists. The Mayor can keep on being the nice guy and get those west end votes without complication while keeping the violence away from the areas that matter to his campaign supporters.
