^^^ Except you are not "just doing nothing". You still have to make runs and respond to high risk runs. It might seem like you're getting over but even if never make another self initiated run, you are still underpaid. The city has allowed manpower levels to get so low officer safety risk has risen. If you are smart you will not put yourself in harms way knowing the chances of back up has been reduced.
