Trust me on this one...I am in the know:

Nobody told Conrad he had to keep in place Chief White's appointments. That is one of the biggest myths believed about Conrad. He could have (and should have) replaced White's deputies. Perhaps he did not because of laziness or maybe he had the confidence of what was already in place. But to say he was forced to keep Gentry, Buckner, Gibson, or Robison is just not true.
