Lets break this down Barney style. According to the PSU investigation the officers did follow S.O.P., because they were all exonerated. You could say PSU was covering it up too, but PSU has hemmed people up all the time, so that argument falls through. It is my understanding the initial officer did not initiate contact with the colonel. The Colonel initiated the contact. All the other responding officers knew was an officer called for backup and upon their arrival they found an irate and belligerent Colonel ready to fight. They detained him for safety and never kicked or punched him. You can see this from Mid-City mall camera that was on the news. Car cameras only roll when the lights are activated, and only required for traffic stops, not pedestrian encounters. Many Pool cars young officers use don't even have a working camera. This was never about the homeless. Although it is a problem that leads to other crimes. Research "The Broken Windows Theory" Also, wasn't there recently a young boy that was killed in Cherokee Park, by a homeless male in the highlands? And where did this man meet this boy before he killed him? Answer: Mid-City Mall.
