Nice piece of fiction. but, the 10-11 "program" is the field portion of someone's study at U of L's Criminal Justice school. Whether or not they were commissioned to do it by the front office or if the front office simply allowed them to implement it (SPI obedience training) is up for grabs. Trust me, this did not come from a divisional level - there is enough stuff to keep track of without adding one more.
