Maybe he is a theif and a liar but it doesn't mean he's lying about the murder case. It's just a tactic lawyers use to win...

Yes, if allegations are true then he may be a thief. As far as I know, being a thief has no bearing on ones ability to investigate a fatal traffic accident. That man drove drunk and killed a woman. That's not the officers fault. However, Tom Wine is obviously a female slit. If you DWOP the case you lose by default. Why not go to trial and see what a jury thinks?
