While I do understand your point, you have to understand that police work is mainly reactive.

Because the majority of the violent crime(s) occur west of I-65 (generally), those ares will naturally receive more of the "police response".

It's sort of like saying the firehouse in the most affluent area (but not most structure-dense) should have more and better fire fighting apparatus than the poor (more structure-dense) areas.

It only makes sense to stage the proper equipment in those areas where it can be best utilized (like ladder trucks in the business district with high-rise structures).

You are blatantly ignorant. Government does not function the way you apparently think. Government responds to the needs of the population. If there is more crime in the west end, then there'll be more need for police in the west end. You don't necessarily get out of government what you put in. I hope you are not a police officer. Please tell me you are not. To say the the resources should be distributed based on the revenues generated shows just how stupid your logic is. Your post has racist overtones and you know it.
