Barbara Shanklin ouster vote was directly affected by race, councilman claims

It's pretty hard to get the sense there is leadership when the leaders have made no effort in making a presence (either directly or indirectly). It seems to me LMPD is on auto pilot and has been for a while now. I'll bet moral is low in the Chief's office just as it is in the rest of the Department.
