Actually their union is most likely a gelding--- Anyone can correct me if they know better but--- best I recall Tennessee police/fire aren't permitted collective bargaining-- they can have any "association" they want that can lobby all it wants. In the end all the city has to do is say no. That is the signs would be their only recourse, swaying voters who choose a mayor or city council.
