The dispatchers are just following the rules put in place by higher ups and lawyers afraid of the city getting sued again. They're not always wrong either. Code 3 vehicles have too often crashed into people and killed them. Driving code 3 is inherently dangerous even if you think you're an expert. Any experienced high speed driving experts on the department should be transferred to training immediately because I don't know of any. Keep in mind that ambulances are less maneuverable and harder to stop than cars. The chances of the average law abiding person being involved in a fatal shooting is a lot less probable than their getting into a fatal car accident. Police need to protect the good people first.
