In a nutshell:

The Legislators want to shift to a hybrid-pension format versus the guaranteed-return pension system currently in place (more akin to a 401K).

That means that the members would:

1. ...contribute a higher percentage of earnings to the fund throughout his/her career.

2. ...likely have to work more years before the retirement income would be viable to actually survive on.

3. ...assume more risk on the investments of the retirement funds, i.e. if the market tanks so does your retirement funds
