If any contract includes retro-active raises for the first 1+ years (from whenever it's ratified), then the money has to be paid. It's would be a violation of contract for the city not to do so. The only way to do it as you're suggesting (which I completely disagree with) is to roll over and say, "Sure, we'll take 0% the first and second years."

Using your logic, that'd be like saying the city doesn't have to honor any future contractual raises either...you'd like that??
