I've only met Kenny once, so I don't know if he is a good cop or not. I do know you all are beating him down and it's not his fault or problem. It is the supervisors and more specifically it is the division commanders and patrol commander. If he is being used so much elsewhere, they should be moving him out in to a position that allows him to be used they way they are using him. The supervisors should be bitching and the commanders should be aware of it, then it should get changed.

It is mismanagement of personnel resources. Plain and simple. If they allow him to do the other functions, it is their call and how it impacts you is their responsibility.
