The LTC should have been arrested for Disorderly Conduct and Menacing. He wasn't because a courtesy was given because of his service. Why would a report be done on someone that should have been arrested and given a break? I'm sure in his mind he thinks he did nothing wrong, partially because he wasn't taken to jail.
