One.. I have ben part of contract talks with Louisville Gov. Two... I have also work for different cities and a new proposal was hashed on in about 3 weeks. Three... I have friends on Police& fire dept in several cities and they start talkes about 2-3 months before the contract expires and always have a new agreement before the old contract expires. Four..... You talk about 40 articles and raise and insurance etc.... but 90-95% of the language is the same contract after contract after contract...
