Sir...I believe you are mistaken. I think the point trying to be made is that the ongoing process of closing and demolishing public housing developements has DISPLACED the criminal elements to areas of the city and county that were, in previous years, much more peaceful, quiet and free of violent crime and blatant drug activity. I am high suspicious that "T-Dirty", "Dolla-Bill" and "Cockeyed Mikey" look at the nightly rundowns in agency web to determine where they are going to sling their dope.
