Precisely. I am not sure if they were disorderly until after Helms' was ordered to cover it up, and if he didn't have a permit (it doesn't say) then he couldn't do that. And Arby's is apparently not posted nor does it have any written policy about guns at all. It would be questionable if they could prohibit them on open carry, since the Kentucky Constitution guarantees that as a right to all.
